Quality is a combination of factors.
Art
Of course, the videographer is most important. He or she determines the art of the work. It's their eye and skill that you are depending on to capture the moment, hopefully enhancing it enough to bring out the most important parts and weeding out the distractions. They will determine what is caught and what is kept. It is their abilities that will make or break the final result.
Technical
There are 2 parts to the technical.
One is the human part, the operator's skill, experience and ability to know how to work in the situation and to know his or her equipment well enough to get the most out of the situation. There is no way to quantify this.
The other is the equipment itself. In our western, technological era, we have lots of information on equipment. So I can help you a lot on this page with this. The quality follows the flow of the process:
